Construction Plans for Grand River Avenue Move Forward

The Novi City Council voted to approve a cost agreement with the Road Commission for Oakland County on Monday night.

Construction plans to rehabilitate Grand River Avenue from Novi Road to Haggerty Road moved forward Monday night as the Novi City Council voted to approve a cost participation agreement with the Road Commission for Oakland County (RCOC) for an estimated $208,182.

The project includes the repair, mill and overlay of the road and the addition of right-turn lanes to improve safety, according to the City Council action item.

RCOC expects to begin construction on isolated sections of Grand River Avenue that are in the worst condition this fall, and it plans for the bulk of the project to be completed in 2012.

The total cost of the project is estimated to be $3,722,633, of which $3,050,906 comes from federal grant funds.

Novi will make a direct contribution of $144,372 and pay $63,840 from Tri-Party funds, which in total is $208,182.

Tri-Party funds are a program for road improvements in which one third of the funds come from the Oakland County general government, one third from RCOC and one third from the community. 

RCOC will pay for the remaining balance with its share of $63,840 in Tri-Party funds and an additional contribution of $335,864.

Final plans for the project have been submitted to the Michigan Department of Transportation, which is responsible for administering the project because federal funds are being used. The project will be included in its September bidding.

City Manager Clay Pearson also announced at the meeting that the is complete and just a few minor details are left on that project.
