Unless Congress reaches a last-minute agreement on the sequester by Friday, the huge budget cuts slated to kick in have the potential to affect over 1,200 federal employees working in Oakland County. Barring any kind of deal, the Obama administration will have to impose $85 billion in across-the-board spending cuts to military and domestic programs on Friday, according to The New York Times. Those cuts would be the start of $1 trillion in cuts over the next decade. The Novi Board of Education pushed staff to maintain a 10 percent fund balance.
The Novi Board of Education passed the 2012-13 school year budget Thursday night, which estimates a nearly $2 million dip into the district's savings but maintains the board's rule of having a 10 percent fund balance. Novi Superintendent Dr. Steve Matthews said that the budget keeps with the district's goals with providing students with high-quality education. "We're not cutting programs. We're not laying off staff. The tax rate will be official once the council passes the next fiscal budget.
Novi City Council voted to lower the tax rate for residents next year by asking the city staff to lower the millage rate for the drain revenue fund in the 2012-13 budget. The new tax rate will not be official until the council passes the city budget, which is expected to be done as early as May 7. The council agreed in a vote of 7-0 to lower the overall millage rate from the long-standing 10.5416 mills to 10.2 mills, which is estimated to save taxpayers nearly $1 million. This will be done by cutting the drain revenue fund millage in half from 0.6851 to approximately 0.34. Low birth rates and revenue cause challenges for the school budget.
The Novi Community School District continues to face financial challenges as enrollment is expected to decline over the next five years and as the district dips more into its rainy day funds. The Novi Board of Education discussed the projected 2012-13 budget at its work session meeting Thursday night. The budget must be officially adopted by the board by June 30. The City Council reviewed the audit for the 2010-11 fiscal year at its meeting Monday.
The city of Novi's comprehensive annual financial report shows that Novi is in the black for the 2010-11 fiscal year that ended June 30. Novi City Manager Clay Pearson said the report is very solid and reflects the excellent stewardship of the government. Novi received a Standard & Poor's bond rating of AA+, which means "having excellent financial security and being highly safe." The Novi Community School District is estimated to run out of money next year if it does not find ways to cut spending. The Board of Education passed the district’s 2011-2012 budget Thursday, which has a deficit of nearly $4 million. This is the sixth of the past seven years in which the district has spent more than it receives. A projection for 2012-13 estimated by outgoing Assistant Superintendent of Business and Operations Gail Credit shows a deficit of nearly $7.5 million resulting in a negative fund balance of almost $2 million.
